Can not answer the ??? of legality of PUBLISHING a persons picture.
I have taken pictures for my own archives-photo gallery and have done this
thousands of times in airports; malls; civic centers; athletic events;
etc. without an inkle of interference from anyone although airport TSA
authoritories do take a dim view of taking photos of their security areas!
None of these photos were taken with the idea of making a profit or for
publication.In some backwater countries the taking of pictures could result in life
threatening issues (peoples images/souls captured in small box).
For the most part just taking photos in the civilized world should not be
a real problem.The courtesy of asking before shooting a posed or staged setting will provide
you with the answer that it is OK or questionable.Just be careful not to have your photo taken in a Wal*Mart store (The people
of Wal*Mart) - there are some real doooozies there - Don't go there !!!!!"Not-Photographed-At-The-Moment"
