To answer your question it would take two pages of fine text out of the book
by Barb Tewksbury "The Art of Kilt Making".
The answers are just not that simple.
You no doubt have other questions about kilts.

The price while steep (35.00) may give you second thoughts; the original
hardcover is selling for better than 150.00.
But Barb Tewksbury and Matt Newsome are the two most renown authorities
on the making of kilts and everything else that you need to know.
Another dollar saving way to search for kilt related information is to join
a forum that some of our bravehearts have referred to as that 'Heathen Kilt
Forum' to put it mildly. Never the less Xmarksthescott is supposed to be
the original orthodox kilt forum and Barb & Matt are members there. Link:

You could direct your question(s) directly to them to get quick free answers.
If you buy the book like I did you will revel in the real "Art of Kilt Making"!
I looked on ebay, Barnes & Noble and at Borders no copies are available at this
time. The link to the Celtic Dragon Press was the only positive I found.
Although you could google for more.
I highly recommend this book to get a better understanding of the construction
of kilts and alterations. And for the first time kilt buyer the cost of the book will
more than cover any mistakes of ordering the wrong size."Kilt-And-Read-All-About-It"
