The SportKilt does make a good work kilt. The solid colors do have to be ironed every time they are washed, the tartan kilts keep their pleats well. If you get the solid kilt you might want to stay with the standard SportKilt and spring for the sewn down pleats (to make ironing easier they are sewn down about 6 inches) and the belt loops.
It really would help if they'd let you wear Black Watch ... it's basically dark blue and dark green, but I think the green is noticable, so you really couldn't call it a dark blue kilt. Also, the Clergy tartan could be called blue, but it is still not a solid blue.
I wonder if you could play the Heritage card and get permission to wear the tartan that is closest to solid dark blue?
