Solid Dark Blue is going to be difficult and expensive.
Looking for something on the inexpensive side try Stillwater.
Stillwater kilts has 3 solid color kilts - sorry none in Dark Blue
The colors offered are black; green and irish saffron (gold color).
I don't think I have seen a Dark Blue kilt except for those made of
denin and that fades after awhile.
Unless you can wear black as an option you maybe looking at a expensive
custom order.
There are a lot of blue tartans.
Could possible consideration be made for the Black Watch tartan - it
is pretty much the standard for neutral kilt patterns.
Bravehearts might be all right for general discussion about kilts but

I have this feeling that you won the battle at work but have not won the
war. Maybe someone has laid down a rule that your kilt has to be Dark Blue
because they know that such a kilt does not exist. And a custom made one
is going to be very expensive getting you to ditch the idea. Just a hunch.
Good Luck hope you can at least wear Black or the Black Watch.
