No. That is not at all correct.
Not only would a lot of people take issue with you calling any skirt a man wore a kilt... "That's not a kilt, that's a poofter in a skirt." But there are countless other traditional skirts for men that people wearing them would take issue with if you called it a kilt. Just look at the world MUGs section on this page to get a look.
This is junior high level standardized testing material.
"Is this statement true? All kilts are skirts, therefore all skirts are kilts."
In case you could never figure those ones out the answer is no.
It's like: "All cats are mammals, but not all mammals are cats."
Kilts are skirts on men, but they are a specific kind of skirt on a man.
